This is not a political post.
I am not an expert, I have no political degree and I have no motive to criticize something I do not understand.
This is more an open question based on bed-thoughts and some traffic-thoughts emerging out of my complete ignorance and I am sure somewhere there is an expert who could have a clear answer to these thoughts.

libaniserLebanon has been known for a while for its political instability. The country has been and still is facing too many challenges at once (the basic infrastructure services are being questioned, lack of closure for many files, unclear path and national strategy, the surrounding conflict and unstable region etc.).
Again, I repeat this is not a political post and the intention of this post is to raise some questions (which definitely have answers) from an ignorant person.

My thoughts came after the long time that has been taken to establish a government and prior to that, the long time that has been taken to have elections and prior to that the long time that has been taken to elect a president.

I will not go through all these as it will complicate my simple question. Please bear with me my humble understanding of any political system. Am I right to consider that establishing a government with ministries is similar to establishing a company with departments?

If I am wrong, could you please explain the difference? And If I am right, then please proceed to my next question.

In my understanding of establishing any company, rules, regulations and general management system are to be set first to ensure the success and clarity of the internal and external processes. This system sets roles and responsibilities and mostly the coordination framework between departments.

It is quite common to hear that in Lebanon, ministers are not formed based on competencies but more based on their political affiliation. This does not necessarily mean that the ministers are not competent. They might be successful each in her/his ministry even if the ministry they are heading is not their field of expertise – there are plenty of engineers heading the largest companies in the world, plenty of lawyers managing banks etc., I am in huge favor of keeping an open mind when it comes to challenging positions which are out of our comfort zone.

Now my question is more related towards how these ministries operate given that they have been divided according to political affiliations and rivalries. And unfortunately, political disagreements often lead to less communication.

So shouldn’t be a certain framework that connects ministries? Shouldn’t ministries talk to each other? How is the legislation established when it is linked to several ministries?
Is it possible to create a neutral ministry that ensures a clear communication between the ministries and has a main role to establish this framework? Or maybe simply re-establish the ministry of general planning?

Again,  the intention is not to criticize, it is simply an open question from an idiot.
